Jedna věc je každopádně
nepřehlédnutelná – Ostrava už dávno není
černá. Její návštěvníci se podivují, jak se
v tomto směru proměnila k lepšímu.
Ano, přírodě, parkům a zeleni věnujeme
značnou pozornost. Roční objem financí
z našeho rozpočtu určený na zeleň není
zanedbatelný. Například v roce 2023 je
v kapitálovém rozpočtu města alokováno
na péči o vzhled a veřejnou zeleň téměř
97 milionů korun. Několik zahraničních
studií potvrdilo, že rostliny v blízkosti
člověka vedou k jeho veselejší náladě a
pomáhají snižovat stres. Zeleň je i ener-
geticky maximálně výkonná. Po dobu de-
seti hodin denně chladí výkonem až sedm
kW, čímž významně pomáhá regulovat
mikroklima a snižovat efekt městského te-
pelného ostrova. Osobně bych v Ostravě
ráda viděla více vodních prvků. Inspirací
nám může být Vídeň s populárními mlho-
višti. Se zelení a multifunkčními prostory
se dají dělat opravdové divy. Stále častěji
se potvrzuje, že věnovat se rozvojovým
a investičním projektům má pořád smysl.
I takovým, jejichž autory jsou
obyvatelé města?
Spolupráce s nimi je neuvěřitelná. Když
jsem v roce 2016 jako tehdejší místosta-
rostka Ostravy-Jihu přišla s myšlenkou
uvést v život participativní rozpočet, vů-
bec jsem netušila, kolik dobrých nápadů
lidé mají, jak chtějí tvořit, spolupraco-
vat, vylepšovat a co všechno chtějí řešit.
V současnosti nejlidnatější obvod rozdě-
luje na realizaci těchto projektů 12 mili-
onů korun. Celoměstský program nazva-
ný Tvoříme prostor má letos k dispozici
4 miliony korun na realizaci vybraných
projektů. Participativní rozpočet je hodně
otevřený a vstřícný. Výsledky jsou vidět –
stejně jako silný vztah Ostravanů, který
mají ke svému městu. Naslouchat lidem se
vždy vyplatí.

From your perspective, what should
the future of Ostrava look like?
It should be modern while taking
the wellbeing of nature and its citizens into
account. It should offer multifunctional
premises that give people space to live
their lives comfortably. Most importantly,
this needs to be done in a way that does
not disturb the city like certain buildings in
Ostrava have, according to some. Recently,
I read an interview with the architect
Mr. Pleskot, and he explained that cities work
best when people can leisurely stroll through
them, without having to make sudden turns
to avoid obstacles. This is what the future of
Ostrava should feel like to its citizens.
Is this possible to achieve in an urban
environment?
Why not? Of course it is, depending
on the financial and human resources
Ostrava can provide. Many people are
inclined to say that our city is not very
pretty, that all we have is the new Town
Hall and Dolní Oblast Vítkovice, however,
that is no longer true. In the last couple
of years, we have managed to revitalise,
reconstruct and build up many new areas
of the city.
Although there is still a lot of work to be
done. Could you elaborate?
I agree but I do not really wish to spend
much time discussing unfavourable external
conditions and such. I believe that most of
what people require for life in the city has
already begun to take form in Ostrava.
The important question here is asking what
is the state that these services are in, and
if the buildings are being well maintained
while effectively being put into use and are
up to the standards of the 21
st
century.
What forms the basis of modern day
city development?
A systematic approach and relentless effort
in achieving goals. Whatever plan has been
devised, it needs to be completed. These
projects operate on large time scales afterall.
A recent example of this is the concert hall.
In the near future, we will have to make
a decision about its completion. This will also
have an effect on further investments, as
the construction is bound to impact the city’s
budget. Four billion crowns is no small sum.
In addition, we plan to continue to modernise
the city’s hospitals and provide individual city

We had an online call with Hana Tichánková. This marked our second meeng of the day. Earlier,
we had met her in her role as deputy mayor at the new Town Hall. Our inial interview regarding
Ostrava‘s strategic ambions and specic projects was le unnished. Consequently, we resorted
to ulising our laptops that evening to connue our discussion. She pragmacally discussed the
city‘s plans, which include investments ranging from mul-million projects to those of much lesser
value. However, one certainty is evident: her passion for this line of work and her belief in the city‘s
potenal to reinvent itself into a modern urban environment, infused with a fresh spark of energy.
