FORUM The Outlook Is It Optimal to Invest During a Crisis?

BUSINESS FORUM The Outlook... Is It Optimal to Invest During a Crisis? Petr Rys, MBA starosta města Bruntálu Mayor of the town of Bruntál nástrojů má využívat pouze za jistoty bezproblémového plnění uvedených povinností. To nám umožňuje i nyní pustit se do investičních akcí bezprecedentního rozsahu. “ Investovat ano, i v krizi...” It is okay to invest, even during a crisis, but only if I have the money for it, and if I am going to have it in the future. Looking at the investments from the self-governmental point of view is always looking the citizens in the eyes. Unlike members of the government and the parliament, I live directly in the place I am co-creating and I am answering to the people among which I am going to live, without regard to politics. Investments always have to be connected with financial status and gross debt in relation to the budget. Above all, I must keep in mind the responsibility and obligation to provide people with areas of life that depend on the exercise of self-government and delegated powers. I am pushing the principle that the city must always “try to reach” for all possible money and grant sources, i.e. have a strategy and readied projectes while at the same time managing enough funds for co-financing, while using credit instruments only with the certainty of the smooth fulfillment of the above regulations. This enables us to start investment activities of unprecedented scope, even now. Mgr. Tomáš Spurný starosta města Šumperka Mayor of the town of Šumperk Na otázku, zda je i v krizi nutné investovat, odpovídám za město střední velikosti – ano. Města a obce hospodaří v dlouhodobém horizontu účelně a zodpovědně. Municipality jsou v neposlední řadě i významnými subjekty v čerpání prostředků z fondů EU a národních zdrojů, a tedy jedním z motorů růstu ekonomiky. ” I will answer the question whether it is necessary to invest, even during a crisis, on behalf of a mid-sized town: yes. Why? Towns and municipalities are subjects that are well prepared for upcoming investments and are equipped with a professional apparatus capable of awarding public service contracts in a qualified way or outsourcing these services well. This project-readiness of municipalities and their knowledge of municipal and regional needs are important. The state has an irreplaceable partner in local authorities, who are able to efficiently invest approximately a hundred billion Czech crowns in a calendar year. Towns and municipalities manage their budgets efficiently and responsibly with a long-term perspective. This is due to strict rules for the management of entrusted resources as well as the strict consequences of inspections. Municipal investments also have eminent economic influence on the whole region because they influence in a practical way each citizen‘s life regarding supplier subjects and they also have a big influence on the employment rate. This is why it is important to guarantee stable and predictable town and municipality financing and the setting up of fixed financial frameworks in their total long-term financing. Last but not least, municipalities are important subjects for using resources from EU funds and national resources, and therefore they are one of the engines of economic growth. As we are now in the last programme term of 2021-2027, municipal nonparticipation in the realization of prepared challenges would be fundamental for using these resources. Municipalities and town participation in these investment activities is, therefore, to my mind, irreplaceable. POSITIV 1/2021 ǀ 5
