BUSINESS Communal Waste, Bark Beetle, Drought: the Main Topics of the Congress of Mayors Over 70 mayors met at the congress organized by the Union for the Development of the Moravian-Silesian Region (Sdružení pro rozvoj Moravskoslezského kraje) in Sanatoria Klimkovice on November 29, 2018. This was the 24th annual Congress of Mayors of the Moravian-Silesian Region. The aim of the traditional event is to help town and city councillors receive topical information and provide room for discussion. The most frequent discussions dealt with issues of communal waste disposal and the impact of drought and bark beetle damage in forest management. “Municipalities first and foremost need to know what the national and regional policies are in waste management, especially with regard to the deadline in 2024, when landfill of communal waste and recyclables will finally be banned,” said Mr Luděk Šimko, Mayor of Rýmařov. CEO of Union of Towns and Municipalities of the Czech Republic (Svaz měst a obcí ČR) Mr Pavel Drahovzal confirmed that municipalities are missing supporting legislation to solve numerous question related to communal waste disposal. The regional government had a feasibility study done to go with the approved Plan of Waste Management, focusing on communal waste. “It is currently being negotiated, and in 2019 a range of seminars will take place to answer your questions,” said MoravianSilesian Governor Deputy, Ms Jarmila Uvírová, to the Congress of Mayors. Union President, Mr Pavel Bartoš, highlighted that communal waste disposal must be managed as contextually complex. “The solution must also cover air pollution, lack of black coal for power and heating plants, and plan to put limits on raw material exports,“ he said. Zástupce Ministerstva školství, mládeže a tělovýchovy Petr Bannert připomněl podpis loňského memoranda o duálním vzdělávání. Tento projekt v MS kraji úspěšně funguje druhým školním rokem. Emeritní rektor VUT Brno Karel Rais zdůraznil důležitost spolupráce vědy a výzkumu s firmami, v čemž hraje důležitou roli např. Moravskoslezské inovační centrum. Konferenci Uplatnitelnost a podpora technického vzdělávání inovativními metodami už potřetí uspořádal Úřad zmocněnce vlády pro Moravskoslezský, Ústecký a Karlovarský kraj ve spolupráci s partnery. Innovation: an Essential Part of Technical Education The third annual “Use and support of technical education through methods of innovation” conference has taken place at the Imperial Hotel in Ostrava. This year it focused on sample collaboration between schools and businesses, and offered presentations of innovative companies and a panel discussion around the topic “How to handle innovation”. Regional Governor Ivo Vondrák said that, while the budget of regional education was approx. 80 thousand million CZK five years ago, in 2019 it will be 130 thousand million CZK. “However, increasing the budget is not enough if the quality of education is decreasing, if we do not pay attention to talents, and if we design curricula around the unmotivated students rather than around dedicated, hard-working ones,” complained Mr Vondrák, pointing to the fact that students can enroll at some secondary schools and universities without entrance exams. Mr Bohumil Kartous of EDUin company stated that the Czech Republic invests an extremely low portion of its budget in education--only 3% of the GDP, one of the lowest sums in the EU. Mr Petr Bannert (representing the Ministry of Education, Youth and Sports) spoke of the Memorandum on Dual Education signed in 2017. This project has been in operation in the Moravian-Silesian Region for two school years. Mr Karel Rais, Rector Emeritus at BUT (Brno University of Technology) put emphasis on close cooperation of research and development with businesses, which is the sphere of operation of the Moravian -Silesian Innovation Centre and others. The “Use and support of technical education through methods of innovation” conference was organized by the Office of Government Commissioner for Moravian Silesian Region and the Regions of Ústí and Karlovy Vary in cooperation with partners for the third time.
